What is a Certificate of Consular Legalization?
Certificate of Consular Legalization is a certificate with signature and seal on official papers and documents made or notarized by agencies and organizations in the consular area in the receiving country for use in Vietnam. Or official papers and documents made or notarized by Vietnamese agencies or organizations for use in the consular area of the receiving country and certified to be in conformity with the written form of those papers and documents. that with the law of the country in which it was written.
Consular legalization is normally carried out by a consular officer at the consular premises or by a diplomatic officer authorized to perform consular functions at the premises of the diplomatic mission. These people must be held accountable before the law for their actions.
Which agency certifies consular legalization?
✏ The Ministry of Foreign Affairs has the authority to certify and legalize consular offices in the country.
✏ The Ministry of Foreign Affairs may authorize foreign affairs departments of provinces and centrally run cities to receive dossiers of application for consular certification and legalization.
✏ Diplomatic missions, consular offices or other agencies authorized to perform the consular function of Vietnam in foreign countries (hereinafter referred to as representative offices) have the authority to certify consular legalization abroad.
Order and procedures for certification of consular legalization
The applicant for consular certification shall submit 1 set of documents, including:
a) 01 declaration of consular certification according to the prescribed form;
b) Present the original of the identification papers in case of direct application;
c) 01 photocopy of the personal identification paper, for the case of submitting the application by post;
d) Papers and documents requested for consular certification, enclosed with 01 photocopy of these papers and documents to keep at the Ministry of Foreign Affairs.
The time limit for settlement is 01 working day from the date of receipt of complete and valid dossiers.
In case the application has 10 or more papers and documents, the processing time may be longer but must not exceed 05 working days.
NOTE: Foreign documents that want to be certified legalized in Vietnam must have the seal, authentic signature of the representative agency of that country (Consulate or Embassy).
