Currently, Paraguay has not implemented the eVisa system for Vietnamese citizens. Therefore, Vietnamese passport holders need to apply for a visa directly at the Paraguayan Embassy or Consulate.

Oceania: Fiji, Solomon Islands.

Africa: South Africa.

Note that citizens of MERCOSUR countries (Argentina, Brazil, Uruguay) can enter Paraguay with just a national identity card without a passport.
