DECISION
ON ISSUING THE LIST OF IMPORTED PRODUCTS (Attached with HS CODE) IMPLEMENTATION OF SPECIALIZED INSPECTION OF INDUSTRY SUBJECT TO THE MANAGEMENT OF THE MINISTRY OF TRADE

MINISTER OF INDUSTRY AND TRADE
Pursuant to the November 21, 2007 Law on Product and Goods Quality;
Pursuant to the June 17, 2010 Law on Food Safety;
Pursuant to the June 17, 2010 Law on Economical and Efficient Use of Energy;
Pursuant to the June 12, 2017 Law on Foreign Trade Management;
Pursuant to Decree No. 98/2017/ND-CP dated 1August 8, 2017 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decree No. 132/2008/ND-CP dated December 31, 2008 of the Government detailing a number of articles of the Law on Product and Goods Quality, amending and supplementing a number of articles in Decree No. 74/2018/ ND-CP dated May 15, 2018 and Decree No. 154/2018/ND-CP dated November 9, 2018 of the Government;
Pursuant to Decree No. 15/2018/ND-CP dated February 2, 2018 of the Government detailing the implementation of a number of articles of the Law on Food Safety;
Pursuant to Decree No. 69/2018/ND-CP dated May 15, 2018 detailing a number of articles of the Law on Foreign Trade Management;
Pursuant to Decree No. 85/2019/ND-CP dated November 14, 2019 stipulating the implementation of administrative procedures under the national single window, ASEAN single window and specialized inspection for exported goods , import;
Pursuant to the Prime Minister's Decision No. 04/2017/QD-TTg dated March 9, 2017 stipulating the list of vehicles and equipment subject to energy labeling, the application of the minimum energy efficiency level and the roadmap perform;
Pursuant to Decision No. 24/2018/QD-TTg dated May 18, 2018 of the Prime Minister promulgating the list and roadmap of energy-using vehicles and equipment that must be eliminated and efficient generating sets. no new construction;
Pursuant to Circular No. 41/2015/TT-BCT dated November 24, 2015 of the Minister of Industry and Trade stipulating the List of products and goods with The possibility of causing unsafety is under the management responsibility of the Ministry of Industry and Trade, which is amended and supplemented with a number of articles in Circular No. 29/2016/TT-BCT dated December 13, 2016 and Circular No. 33/2017/ TT-BCT dated December 28, 2017 of the Minister of Industry and Trade;
Pursuant to Circular No. 36/2019/TT-BCT stipulating the quality management of products and goods under the management responsibility of the Ministry of Industry and Trade;
Pursuant to Circular No. 43/2015/TT-BCT dated November 15, 2018 stipulating food safety management under the responsibility of the Ministry of Industry and Trade;
Pursuant to Circular No. 65/2017/TT-BTC dated June 27, 2017 of the Minister of Finance promulgating the list of exported goods, Vietnam imports are amended and supplemented with a number of contents in Circular No. 09/2019/TT-BTC dated February 15, 2019 of the Minister of Finance;
At the proposal of the Director of the Department of Science and Technology,
DECISION:
Article 1. Promulgate a list of imported goods (enclosed with HS codes) subject to specialized inspection under the management of the Ministry of Industry and Trade in Appendices 1, 2 and 3 attached to this Decision.
Article 2. Implementation organization
- Assign Department of Science and Technology: (i) Assume the prime responsibility for, and coordinate with relevant agencies and units in, reviewing, updating and publishing the list of goods (with HS codes) to perform specialized inspection under the management of the Ministry of Industry and Trade in accordance with the Ministry of Industry and Trade's management. requirements for state management from time to time; (i .)i) Promptly guide and answer problems, arising (if any) of specialized inspection activities for the list in Appendix 2 to this Decision.
- Assign the Department of Safety Techniques and Industrial Environment and the Department of Chemicals to assume the prime responsibility for, and coordinate with relevant agencies and units in, promptly guide and answer any arising problems (if any) of the operation. specialized inspection for the list in Appendix 1 to this Decision.
- Assign the Department of Energy Saving and Sustainable Development to assume the prime responsibility for, and coordinate with relevant agencies and units in, timely guide and answer problems and arising problems (if any) of specialized inspection activities. for the list in Appendix 3 of this Decision.

Article 3. Terms enforcement
- This Decision takes effect from the date of signing for promulgation.
- This Decision replaces Decision No. 1325A/QD-BCT dated May 20, 2019 of the Minister of Industry and Trade on promulgating the List of items (with HS code) subject to specialized inspection under the management responsibility of the Ministry of Industry and Trade. of the Ministry of Industry and Trade.
- In case the legal documents referred to in this Decision are changed or supplemented, the provisions of the corresponding documents are issued.
Article 4. Chief of Office of the Ministry, Director of Departments: Science and Technology, Energy Saving and Sustainable Development, Directors of Departments: Safety Engineering and Industrial Environment, Chemicals, Heads of units under the Ministry. The Ministry of Industry and Trade and relevant organizations and individuals are responsible for the implementation of this Decision.
